The Mindanao Moro were the most fearsome group who marauded and pillaged the coastal villages and neighboring islands of Camiguin. Guinsiliban was one of the victims, raided and plundered, pirates robbed and took away with them the women and children and burn the houses of the villagers were disorganized and helpless.


As a solution on their prevailing problems, villagers group together and built for themselves a stone fort near the shore wherein women and children are herded when possible attackers are sighted. This stone fort is equipped with traps, pointed bamboo spears and throwing catapults. The villages call this elevated platform as "silip-panan"or "siliban" meaning observation post.


When the Spanish came, they found difficulty in pronouncing the word "GUINSIL-IPAN" and change it to GUINSILIBAN. Presently, the STONE FORT is called "MORO WATCH TOWER". This is one of the historical tourist attractions for the municipality of Guinsiliban.
